NxFilter is a free to use web-filter developed for enterprise environment. It begun as a dns-filter. Now it offers web-proxy based filtering as well. NxFilter can do everything you can anticipate from a dns-filter or a web-filter.
There are many commercial software based on Squid proxy. But with this method you might have a serious latency issue on your network. This is because the web traffic has to go through one point in the network that is the web filter and it develops into a bottle neck in your network. This latency issue gets bigger when you have a larger number of users. But there's another method. That's DNS filtering and NxFilter is a dns-filter. It's essentially a forwarding DNS server with filtering capability. Since it uses lightweight DNS protocol there is no need to have your traffic going through anywhere.
