Always Mouse Wheel is a lightweight and portable program for Windows that enables you to use the mouse wheel on any window and scroll even when the window is not focused in the foreground. The application will bring the wheel window to the desktop's foreground and lets you send various commands to the windows that are opened in the background.
Always Mouse Wheel allows you to drag the windows on desktop by using the [Alt + left mouse button] command. You can also use the [Alt + right mouse button] command to modify the size of the windows. When the mouse wheel is on the taskbar, the application allows you to control the computer's volume.
